The dependency test
What can the client confidently do afterward that it could not confidently do before?
Ask any technology partner the question directly: at the end of this engagement, what will our own organization be able to do that it cannot do today?
Many delivery models cannot answer it, because dependence is the commercial mechanism. The longer the client needs the vendor, the better the engagement performs.
A serious engagement should reduce unnecessary dependency rather than institutionalize it. Dependency should be earned through value, not engineered into the relationship.
The measurable version: the first application should make the second easier to build. If it does not, the engagement delivered software but no capability.
